Planning & Project Management Office

Stephens Hall
The PPMO works with various committees to ensure that campus technology projects are aligned with university goals.

The Planning and Project Management Office (PPMO) facilitates, guides and manages technology initiatives and projects that are aligned with Towson University’s strategic direction and goals.

University-approved technology projects fall into one of these key domains: Digital Engagement, Academic & Student Success, Business Modernization & Transformation or IT Foundations. Collaborative domain planning across TU allows the university to:

  • support academic and student-centered approaches.
  • connect IT planning and governance to what is important to the university.
  • reduce fragmentation across the organization and improve coordinated planning.
  • move toward simplification to reduce costs and improve agility.
  • align IT efforts with business and strategic goals.

Let's work together

The Planning & Project Management Office staff is here to help. Our team consists of project managers, analysts and change management experts who work together to manage and deliver university-approved IT projects. We'll guide and support you throughout the request process and manage approved projects.

Project Management Roles

Analyst: works directly with campus clients to assess business needs. They analyze current business processes and systems, identify opportunities for process improvement and explore potential technology solutions.

Project Manager: assigned to provide overall direction and organization for approved technology projects. Provides project leadership in all facets of planning, design and implementation of new and existing systems and technologies.

Change Management Specialist: supports employee adoption of business process changes resulting from new technology services. Focusing on the people-side of change, they help identify what's changing and how it will impact the campus.

Get started

  • Do you need a new technology solution but don't know where to start?
  • Could your current business processes be modified to better utilize an existing technology system?
  • Do you need technical modifications or upgrades to an existing system?
  • Do you want to purchase new software or need to renew a current technology contract?

The Planning & Project Management Office can help! Schedule a technology consult through TechHelp with our project management staff. We'll assess your needs, make recommendations, provide you with an action plan and help you navigate the rest of the process. During the consult we'll also help determine if there is an existing solution or if you should submit an IT project request.

If you've completed a consult or your complex IT project request is ready, submit a project request. If you have questions, contact us at

What to expect

Submitted project requests go through a review process involving the Planning & Project Management Office (PPMO) and the Project Management Office Committee (PMOC). The PMOC is comprised of the CIO, Deputy CIO and OTS Directors.

  1. The PPMO presents your request at the next bi-weekly PMOC meeting.
  2. The PMOC reviews the request. The PPMO might reach out to you informally for more info.
  3. If the request is approved for next steps in the review process, an OTS liaision is assigned. The liaison works directly with you to get more details about needs, including system requirements and current business processes, etc.
  4. The PMOC makes a project decision with confirmed support of VP/Provost.
  5. If approved, the PMOC and PPMO will assign a project manager depending on resource availability. You'll be notified by the PPMO Director to discuss timing, if applicable.
