Dr. Payne has more than 27 years of experience working with PreK-12 students in urban and suburban communities as a school psychologist, special education administrator, interventionist, and consultant. Her dissertation focused on treatment integrity practices in school-based interventions. Her current research interests pertain to social-emotional learning, school-based intervention, and emotional intelligence. As a three-time graduate of Gallaudet University, Dr. Payne specializes in working with students who are D/deaf or Hard of Hearing (DHH). She has assisted with unprecedented research at the Center on Literacy and Deafness in support of literacy skill development for DHH school-aged students. Dr. Payne's passion for equitable and culturally relevant practices in education has been recognized throughout her career at the local and state levels. She has a plethora of experience working with school-aged students related to social emotional learning, crisis intervention, cognitive skill remediation, and multi-tiered systems of support. She has presented at local, state, and national conferences on topics related to culturally relevant school-based practices, assessment of students with intellectual disabilities, and best practices for serving DHH students. Dr. Payne is an active member of MSPA and NASP.
