Enforcement, Citations & Appeals

All vehicles parked on campus must have a valid TU permit during enforcement hours. Enforcement hours are: Monday – Thursday 6 a.m. to 8 p.m., Friday 6 a.m. to 3 p.m.

From 11 p.m. to 5 a.m., only individuals with a valid TU OneCard may enter the campus parking garages. Garages will be accessible via the following entrances:

  • Union Parking Garage: Cross Campus Drive (3rd level)
  • Glen Parking Garage: Cross Campus Drive (3rd level)
  • West Village Parking Garage: Emerson Drive across from Marshall Hall (ground level)
  • Towsontown Parking Garage: University Avenue across from the College of Liberal Arts Building (ground level)

All other entry/exit points to the garages will be closed from 11 p.m. to 5 a.m. daily.

Be advised that Millennium Hall parking (Lot 2) is enforced by Millennium Hall Management. Safety (fire lane, roads, bus slips, etc.), accessible and reserved parking spaces is also enforced during overnight hours.

Important Information

  • When you see a bus slip, do not park your vehicle there! Remember only buses are permitted in the bus slips on campus. Vehicles may not be parked or stand in or near bus stops.
  • Instead of parking in a bus slip, there are 5 minute free pick-up/drop-off spaces located on the ground level of West Village Garage and on Linthicum Dr. between CLA quad and Dowell. There is an immediate pick-up/drop-off area on Emerson Drive, next to West Village Garage.  Areas are designated by signs. Violators  may be susceptible to citation and towing. Warnings will not be issued. 
  • Permits are not required in most locations from Friday at 3:00 p.m. to Monday at 6:00 a.m.
  • Permits are not required when the university is officially closed.
  • Any citations issued on Osler Drive or Cross Campus Drive are issued by Baltimore County as this is not Towson University property.  All questions and appeals for these citations must be sent directly to Baltimore County using the contact information on the back of the citation.
Modified enforcement  2024/2025 Academic Year Dates
Winter Session December 10th, 2024 - January 17th, 2025
Spring Break March 17th, 2025 - March 21st, 2025
Summer Session May 14th, 2025 - August 8th, 2025

Please note that during modified enforcement timeframes, all active TU parking permits will be valid in all designated Core and Resident parking spaces on campus. All other parking restrictions and regulations remain in effect during the modified enforcement time frame. 

 Overnight Parking

  • Prohibited except in a resident lot with an appropriate permit.
  • Occasional overnight parking for those visiting campus (less than 2 days per year) during the week is available in Lots 4, 5 , 6, 7 or 8 (lots near TU Arena and Johnny Unitas Stadium).  Vehicle must purchase a valid visitor parking permit through the ParkMobile App located in Lots 4, 7 or 8.
  • Overnight parking is not allowed for athletic events. This applies to all vehicles, including RVs.
  • Overnight parking is permitted in Core and Faculty/Staff areas from 3:00 p.m. Friday until 6:00 a.m. on Monday.
  • Towson University does not house or store vehicles for any reason.  This includes vehicles belonging to residents of off campus apartments.

Citations

  • Citations may take up to two business days to appear on your account.
  • By law, citations must be paid within 30 days or appealed within 25 days.
  • Right to appeal is forfeited after 25 days.
  • If citations are outstanding (unpaid or not appealed) after the stipulated period, a late fee will be incurred.
  • Failure to resolve citation may result in:  Transfer to Student and University Billing Office account, vehicle impounding, referral to State Central Collections Unit, referral to Motor Vehicle Administration (MVA), if applicable.
